To the Ambassadors and Consuls General of all nations and the

Governors of Annan, Hongkong and Macao,

As is on record we have wired you that our Military Goverment has

elected Mr. Lai Yuen Hung President of the Chinese Republic in compliance with the Constitution. We have now established a "Kwan Mo Yuen"., which is placed directly under the President. The Tutuhs

of all Provinces and the Commanders-in-chief of all Armies will be

appointed "Fa Kwans" on the Kwan Mo Yuen to discuss and execute

all important affairs of the Military Goverment. When the President

is unable to take up his post, all matters-diplomatic will be execut-

ed by the Fu-kwans on the Kwan Mo Yuen. In accordance with the

regulations for the establishment of the Kwan Mo Yuen, Tong Kai Iu,

Lau Hin Shai, Luk Ting Ting, Lung Trai Kwong, Sham Chun Run, Leung

Kai Chiu, Taoi Ngok, Li Lit Kwan, and Chan Ping Kwan have been appoin

-ød Ju Kwans, and from among themselves Tong Kai Iu was elected

Director, Sham Chan Hun Assistant Director and Acting Director and

Leung Kai Chiu Chairman of its Executive Committee. It is decided

that the Kwan Mo Yuen shall be located in Kwong Tung, and since it

has been properly formed on the 8th May, we hereby notify you Ân- bassadors, Consuls General, Consuls and Governors that apart from all

diplomatic-matters concerning any individual merchant, which shall

be dealt with as usual by the local officials or by the Chief Author- ities of the Province concerned, all those belonging to the Central Government shall be executed by the Kwan Mo Yuen. We are sending you an official despatch enclosing a copy of the regulations of the Kwan Ho Yuen and of a notification showing the reason of its establ- ishment, and in addition we wire you this message for your inform-

ation.
